It is a headband with a glowing poison apple and a necklace with a glowing poison apple that were purchased at Disneyland.
The poison apple on the headband is of the glow-in-the-dark type but the glow is rather weak. The glowing poison apple on it alternates between glowing and fading, and the glowing necklace flickers.

They stand out a lot during Halloween night at the park.
I used them on the day of purchase.
