The item is a rare buildable Chansey from Top Seika. The material seems like a condensed foam material. The figure stands at roughly 3 inches tall. The last image shows an example of a figure that is still in it's foam board. The item here is only the figure itself (in lightly played condition)--I don't have the foam board.
